LCGPA Honors Winners of the Fourth Local Content Award Under the Theme “Applauding Your Impact”
The Local Content and Government Procurement Authority (LCGPA) honored 27 winners of the fourth edition of the Local Content Award, held under the theme “Applauding Your Impact.” The ceremony was held under the patronage of H.E. Mr. Bandar bin Ibrahim AlKhorayf, Minister of Industry and Mineral Resources and Chairman of LCGPA’s Board of Directors, and attended by senior officials, dignitaries, representatives of government entities and the private sector, and leaders from various sectors.
The Award is a national initiative launched by LCGPA to encourage government entities, private sector organizations, state-owned companies, non-profit institutions, and individuals to adopt best practices in developing local content. It aims to maximize the benefit of national purchasing power within the Kingdom and enhance its contribution to the national economy.
During the ceremony, H.E. the Chairman of the Board highlighted the notable growth in Local Content Percentage in government procurement, which increased from 28% as a baseline in 2018 to more than 51% by the end of 2025. He noted that this progress reflects a genuine shift in the procurement practices of government entities and the private sector toward local spending, contributing to a strong and sustainable national economy.
His Excellency further stated that LCGPA has continued implementing impactful policies and tools to develop local content. Since the activation of the Industry Localization and Knowledge Transfer Agreements method, nearly 80 agreements have been signed through the end of 2025, representing investments exceeding SAR 18 billion.
He also noted that the Award recorded significant growth in the number of applicants, increasing by more than 131% compared with the previous edition. This reflects broader participation, higher awareness of the importance of local content, and growing interest in excellence across all sectors.

The fourth edition included 22 awards and 5 honorary certificates. It also witnessed qualitative development that made it more comprehensive and more closely aligned with national transformation pathways. Two new tracks were introduced under the non-profit sector path, in recognition of the sector’s role in economic and social development and in enabling local content.
In the Government Entities path, awards were distributed across two main tracks and three ranking positions. In the Excellence in Local Content for High-Spending Entities track, Zakat, Tax and Customs Authority won first place, followed by Ministry of Transport and Logistic Services in second place, and Ministry of Human Resources and Social Development in third place.
In the Excellence in Local Content for Medium and Low-Spending Entities track, Roads General Authority secured first place, followed by Ministry of Energy in second place, while Saudi Ports Authority (Mawani) ranked third.
The State-Owned Companies path included one track comprising one award and two honorary certificates. This path measures the extent to which state-owned companies excel in prioritizing local content in their operations and procurement. In this category, stc Group won the Excellence Award for Local Content Preference. Matarat Holding ranked second, while National Water Company ranked third.
The Private Sector path included 13 awards under the Large Enterprises and Small and Medium Enterprises tracks. The awards recognized organizations that achieved outstanding increases in local content within their spending.
In the Large Enterprises track, Advanced Telecommunications Solutions and Services Company won in the Telecommunications and IT Services Group. Nasser Manea Al-Khelaiwi Company won in the Construction, Maintenance, Cleaning and Operations Group. Sawater Al-Himaya for Security Guards Company won in the General Services Group. Al Arabia for Outdoor Advertising won in the Financial, Consulting and Professional Services Group. International Maritime Industries won in the Manufacturing and Mining Group. Saudi Electricity Company won in the Energy and Water Group.

In the Small and Medium Enterprises track, Al Nass Al Moshafar Cybersecurity Company won in the Telecommunications and IT Services Group. Saudi Facilities Management Company won in the Construction, Maintenance, Cleaning and Operations Group. Sharq Driving School won in the General Services Group. Saudi Tech Engineering Consultants won in the Financial, Consulting and Professional Services Group. INTRA Defense Technologies won in the Manufacturing and Mining Group. ACWA Power won in the Energy and Water Group.
Fal Law Firm received an honorary certificate under the Local Content Improvement track for achieving the highest increase in Local Content Percentage.
Under the Non-Profit Sector path, Nusuk Foundation for Hajj and Umrah won the Excellence Award for Local Content for private foundations, while Tawafuq Association won the Excellence Award for Local Content for charitable organizations.
The ceremony also honored winners in the Individuals path, which recognizes contributions to raising awareness of local content and its impact on the national economy. Hattan Tashkandi won first place, Yara Al-Shahri won second place, and Yousef Al-Mazeed won third place.
The ceremony was sponsored by Ceer and ASAS Company. King Abdullah Petroleum Studies and Research Center (KAPSARC) also participated as a Success Partner, underscoring the importance of integration between the public and private sectors in enabling local content initiatives.
The Award has continued to mature and evolve across its paths and tracks through its successive editions. Since its launch, the total number of winners has exceeded 90, contributing to higher participation levels and broader competitiveness among entities and individuals alike.
