JIAT Issues Statement Regarding Allegation that Coalition Forces Targeted Huwaidi Health Unit in Al-Kitaf and Al-Baqa'a and Al Maqna'e Health Unit in Al-Kitaf and Munabbih in Sa'ada, and Fuel Smugglers in Wadi Khaiwan Area of Harf Sifyan in Amran
A statement is issued by the Joint Incidents Assessment Team (JIAT) regarding the allegation that the Coalition Forces targeted Ibn Huwaidi health unit in Kitaf and Al-Baqa'a Directorate of Sa'da Governorate on 30/01/2017 as follows:
"With regard to what JIAT observed in the report issued by Physicians Human Rights dated march 2020 that on 30/01/2017 Coalition aircrafts targeted Ibn Huwaidi Health Center in Kitaf and Al-Baqa'a Directorate of Sa'da Governorate, the attack caused almost complete destruction of the center, specifically the emergency room.
JIAT vetted the incident, and reviewed all documents, including air tasking orders, daily mission schedule, mission execution procedures, after mission reports, satellite images, open sources, the website of the National Information Center in Yemen which contains the health centers and hospitals in Yemen, JIAT visit to the operation centers and to the related field units, Coalition Forces rules of engagement, provisions and principles of International Humanitarian Law and its customary rules, and after assessment of evidences, JIAT found that Ibn Huwaidi village is located south west of Kitaf and Al-Baqa'a Directorate of Sa'da Governorate. No coordinates of the claimed medical clinic were provided. By searching in the open sources for Ibn Huwaidi Health Center, JIAT was unable to locate its location.
By studying the air missions carried out by the Coalition Forces on 30/01/2017, which is the date of the claim, JIAT found that the Coalition Forces did not carry out any air missions on Kitaf and Al-Baqa'a Directorate.
By studying the daily mission schedule carried out by the Coalition Forces one day prior and one day after the claimed date, JIAT found the following:
1.On 29/01/2017 the day prior to the claimed date, JIAT found that the Coalition Forces did not carry out any air missions on Kitaf and Al-Baqa'a Directorate.
2.On 31/01/2017 the day after the claimed date, JIAT found that the Coalition Forces did not carry out any air missions on Kitaf and Al-Baqa'a Directorate.
In light of that, JIAT found that Coalition Forces did not target Ibn Huwaidi Health Center in Kitaf and Al-Baqa'a Directorate of Sa'da governorate, on 30/01/2017, as claimed."
Also, a statement is issued by the Joint Incidents Assessment Team (JIAT) regarding the allegation that the Coalition Forces targeted Al Maqna'e health unit in Munabbih Directorate of Sa'ada Governorate on 19/09/2015 as follows:
"With regard to what JIAT observed in the report issued by Physicians for Human Rights dated March 2020, which include that on 19/09/2015 Coalition Forces airstrike aircraft damaged Al Maqna'e health unit in Munabbih Directorate, and it seems that the attack was targeting the House of Al-Houthi official not the health unit directly, but since the attack was close to the unit, the unit was partially destroyed.
JIAT vetted the incident, and reviewed all documents, including air tasking orders, daily mission schedule, mission execution procedures, after mission reports, satellite images, open sources, JIAT members visit to the operation centers and related field units, the website of the National Information Center in Yemen which contains the health centers and hospitals in Yemen, Coalition Forces rules of engagement, provisions and principles of International Humanitarian Law and its customary rules, and after assessment of evidences, JIAT found that Al Maqna'e sub-district is located in Munabbih Directorate, west of Sa'ada Governorate. No coordinates of the claimed medical clinic were provided. By searching in the open sources for Al Maqna'e health unit, JIAT was unable to locate it.
By studying the air missions carried out by the Coalition Forces on 19/09/2015, which is the date of the claim, JIAT found that the Coalition Forces did not carry out any air missions on Munabbih Directorate.
By studying the daily mission schedule carried out by the Coalition Forces one day prior and one day after the claimed date, JIAT found the following:
1.On 18/09/2015 the day prior to the claimed date, JIAT found that the Coalition Forces did not carry out any air missions on Munabbih Directorate.
2.On 20/09/2015 the day after the claimed date, JIAT found that the Coalition Forces did not carry out any air missions on Munabbih Directorate.
In light of that, JIAT found that Coalition Forces did not target Al Maqna'e health unit in Munabbih Directorate of Sa'ada Governorate on 19/09/2015, as claimed."
A statement is issued by the Joint Incidents Assessment Team (JIAT) regarding the allegation that the Coalition Forces targeted fuel smugglers in Wadi Khaiwan area of Harf Sifyan Directorate in Amran Governorate on 20/01/2022 as follows:
"With regard to what was stated in the memorandum of the Office of the High Commissioner for Human Rights issued on 28/11/2022, that three airstrikes attributed to the Coalition Forces, at 9:30 pm on 20/01/2022, caused the death of a man and the injury of another fuel smugglers, in Wadi Khaiwan area of Harf Sifyan Directorate in Amran Governorate.
JIAT vetted the incident, and reviewed all documents, including air tasking orders, daily mission schedule, mission execution procedures, after mission reports, satellite images, Coalition Forces rules of engagement, provisions and principles of International Humanitarian Law and its customary rules, and after assessment of evidences, JIAT found that Wadi Khaiwan area of the claim is located in the eastern side of Harf Sifyan Directorate in Amran Governorate. No coordinates of the claimed location were provided.
By studying the air missions carried out by the Coalition Forces on 20/01/2022, which is the date of the claim, JIAT found that the Coalition Forces did not carry out any air missions on Wadi Khaiwan area of Harf Sifyan Directorate.
By studying the daily mission schedule carried out by the Coalition Forces one day prior and one day after the claimed date, JIAT found the following:
1.On 19/01/2022 the day prior to the claimed date, JIAT found that the Coalition Forces did not carry out any air missions on Wadi Khaiwan area of Harf Sifyan Directorate.
2.On 21/01/2022 the day after the claimed date, JIAT found that the Coalition Forces carried out an air mission on a military target vehicles belonging to Al-Houthi armed militia, approximately 6000 meters away from Wadi Khaiwan area, using one guided bomb that hits its target.
By Comparing what was stated in the claim with the air mission carried out, JIAT found that the claim stated that three airstrikes attributed to the Coalition Forces, were carried out in Wadi Khaiwan area of Harf Sifyan Directorate in Amran Governorate, while Coalition Forces did not carry out any air missions on Wadi Khaiwan area of Harf Sifyan Directorate, on the date of the claim.
In light of that, JIAT found that Coalition Forces did not target fuel smugglers, in Wadi Khaiwan area of Harf Sifyan Directorate in Amran Governorate, on 20/01/2022, as claimed."
